Bike cover/ waterproof leggings

Hello all I'm in need if both the above I'm not sure if this is the correct place for it either,

If someone had brought any and know any decent ones that would be much appreciated,

We use the bike cave for the double trailer (won't fit through the door to where the bikes live) which is marvellous, we tried a cover thing but it was a pain in the rear end as if you did not get it all tucked in it flapped lots in wind, also when it was not windy weather the dog used to wee against it meaning when you removed the cover you had to watch out for pools of wee... oh and the rain also created pools on the cover meaning half the time I got soaking feet before I went anywhere.

I have tried for a long time to get the old fashioned full cycle type leggings (or chaps) as I think they would be better than full waterproof over trousers but can only find the short cheap ones. There is one firm that will make them to order but they are relatively expensive.
