On very cold days I wear 3/4 bibs with thermal tights and ronhill tracksters on top, plus knee-length thermal socks and overshoes. On top I wear a thermal base layer, jersey and a jacket, plus a windproof under the jacket if required. Throw in a buff, balaclava and gloves and I'm in trouble if I need to make an emergency toilet stop but at least I'm toasty warm.

The leg warmers seem like a good Idea perhaps for when it gets colder Though I find that its the cold north winds that are a reall stopper

The best thing about the leg warmers is they have dual purpose, not only can they give you an extra layer under your long bibs, but in the autumn when you have cold mornings and warm days, you can wear them with shorts and when you warm up simply roll them down your legs or remove them and put them in a jersey pocket... You can also get leg warmers made from windstopper.

So if I have something over the top of bib I will be warm so what's your cold weather where
You should be warmer but no guarantees...or buy better / thicker bib tights (what do you have at the moment), or get some leg warmers or similar with windstopper material
