Part of the problem was that government legislation said that it was ok for bookies to exist, but they mustn't be enticing or attractive places - eg, nowhere to sit down and no facilities to make you want to stop in there longer than was necessary for placing your bet. (I'm paraphrasing here.) This was because, when gambling was legalised, they feared that public bookies' shops would lead to the whole nation becoming addicted to gambling. Or something like that.
I think that particular piece of legislation has now been repealed, hence (possibly) the trend towards nicer bookies' premises.
