What are you currently using? Some (some Adie and Widek for sure) benefit from being mounted at a slight tilt to assist drainage out of a hole on the far side.
Temple bells like Crane and Lion are mostly unable to fill up with water unless you mount them with the dome upside-down (why would you?), but aren't the most recognisable as bike bells IMO.
A polite and moderate voice works in all weathers, and is still easily operated in even the thickest of gloves or whilst making other manoeuvres or indications with the hands.
My voice isn't loud/high enough to be heard over motor traffic from far enough away not to startle people or be accused of sneaking up on them, whereas a bell is.
