I have the bespoke 1/2 watt light set mentioned by Llama, its brilliant value. The front light dose a decent job of keeping you visable and dose light up the road ahead but of course it isn't the most power full front light. The back light is very bright as well, has a flash function which is very effective.

I also have a topeak mini pump, althought ive not actually used it yet. but it was fairly cheap and dose come highly recomended.

I got myself a mini tool kit from Lidl, only used to adjust the saddle hight so far, but it seems ok, for £2 I wasn't expecting too much to be honest.

Bewarned if you aren't too strong a mini pump won't really do, you should try a track pump. Otherwise you will be exhausted before you even go for ride.

That's why I recommend the Topeak Road Morph; it's like a mini track pump. I've put 160lbs in a tub w/ it.

If you have a Sainsbury's near you, they have a sale on all the bike accessories: lights (two pack, front and back) that conform to BS 6102: 92p a pack. Batteries supplied aren't very good in them, so probably need to replace them, though it's still a bargain. Don't do what I did though ie struggle for ages to get the front of the light off to change the batteries and then after you've destroyed it, realise that you are meant to unscrew the back!

They have 30p front and 25p back lights too but these don't conform to BS 6102, but I just use them as extra lights.

Lidl have mini pumps in for around £3 or £4.

I'd recommend the REMA TIP TOP TT02 Touring Puncture Repair Kit, you can get it on eBay dirt cheap from here:
