Back brake not doing it’s one job😲

Yeah I reckon it’s a cable job.

Cables usually start to be a bit rough. If they haven't been changed for a year or two, get new ones (both brakes). Also get new pads. The 'salmon' coloured compounts found on Koolstop and similar pads are good in all weathers.

I use Koolstop salmon (super-soft) on the front and standard blacks on the rear which I find allows me to grab a handful of brakes without instantly locking the rear. The feathering techniques becomes virtually automatic with time and bicycle familiarity....

it likely to be cable but you can also get a degraded performance with a build up of dirt in the caliper arms stopping it from working properly.
