Is the hand held use of a camera while driving an offence in UK, I wonder, whether integrated into a mobile phone or otherwise? What about the use of a mobile phone for looking at a map of where you're going? Or checking the address of your destination (but NOT communicating using the device)?

What would a person doing this be charged with? Or just a generic 'driving without dcaa'?
How is consulting a device which displays a map different from consulting a paper map? Or are you saying that's 'illegal' as well? If so, go back to line 1.

"It’s illegal to ride a motorcycle or drive using hand-held phones or similar devices."

So this should cover iPads etc which can't make calls but could still load maps.

You can also be done for driving without due care and attention which covers all cases, including paper maps, eating cereal, giving or receiving sexual favours and all the other things motorists seem to do on a daily basis.

"But if the police think you’re distracted and not in control of your vehicle you could still get stopped and penalised."

You missed off some vital words from my post:

I did but I referred to that directly in the opening of my reply.

Sorry if I've misunderstood but here's how I read your post:

I read your post as stating that it is an offence to use hand-held device which is capable of being used to receive/make calls, even if it's not being used for communication, and that the Carr case supported that. I was pointing out that the Carr case showed the offence was not applicable if the phone was being used for something other than making/receiving a call or text.

There was a bus driver who posted on here who used a handheld camera whilst driving buses, often in service.

So drawing on the above information and discussion - and I'm not advocating that this is sensible - provided the driver is not "distracted" and remains "in control" of their vehicle, the use of a hand held camera (not integrated with a communication device) while driving is not per se illegal.
