Jubilee is (or maybe was, I dunno these days) a brand. Inferior copies from other manufacturers are indeed hose clips, if only to avoid any kind of copyright infringement. Jubilee clip as a name has become like Hoover.
Edit - Jubilee are still going strong.
I think the object was to avoid the line being held up solely by friction, with the risk that it would slip down the pole over time.Push the line through the eyelet at the end and it becomes a noose, which you can then just pop over the post.
