If your bike is entry level the rims will be pretty sturdy and the spokes plentiful, probably amounting to a strong wheel. But the brakes will certainly be pitiful and it will be a combination of the levers and the calipers probably. Just get the calipers as close as you can to the rim without rubbing (by pulling the cable through and tightening it) to reduce the travel in the lever.
Remember to concentrate on using your front brake more often and very hard, it's where most of the braking effort is done. You won't fly over the bars as long as you're not going down some crazy steep hill.
