are cyclists getting weirder?

This morning saw a bike rider [looked like a tourist] wearing an all over head mask, yes his entire head covered in a black face shaped mask, like one of those fetish masks or as worn by rapists.
I think he was also wearing a camera on his head, but as he was going the opposite way, could not be sure.

whats that all about?
was he out looking for aggro to photo?

Now if he had been wearing one of those mankinis at the same time, should I have been obliged to call the cops?

This is in deepest wiltshire, A respirator I can understand and even sympathise with, but this looked as if it was meant to intimidate.

It wasn't a balaclava, not even similar, I wear one myself on my motorcycle in winter.
Nor even a half -face mask.
I am tolerant of oddities, being one myself
