What a star bloke! I cycle through Clitheroe pretty often and when I see Alfie I'm going to give him a fiver for a pie butty and a pint.
If you go to any African city you'll see people doing exactly the same as Alfie, trundling around the city scavenging anything they can resell for cash, using home-made trucks, bikes, wheelbarrows, trolleys, you name it.
