That works well*. You can also use acoustic foam tiles. We are using them in our demo rooms and they work brilliantly. Very light and very effective (and we are talking about seriously high dB here).

Yep, I've looked into M F's suggestion, and it looks like what I actually need is 6mm self adhesive foam sheet, it's used in boats or caravans to insulate the heads so the other crew don't get to hear you straining. Amazon do it, worth a punt for £20.

We used to keep out towels and tea towels in there, at the moment they are sitting on top of a cupboard so we are looking to buy a storage unit to put in and the towels can once more live in the cupboard.

I wouldn't use that then; somebody might go up and nip one off in your cupboard.
Do not fix two sheets of plasterboard of equal thickness one against the other. You need sheets with different resonant frequencies. Fix the plasterboard to a wood at 230mm intervals in one direction and not more than 40mm intervals in the other. Use the pukka plasterboard screws. If you have the room the longer length of the material you fix to should be at right angles to the plane of the plasterboard. Remember that plasterboard reflects sound, so consider what is on the other side of the cupboard - I hesitate to type the word, but woodchip wallpaper isn't bad.
