I had an inflamed Achilles tendon last year, I still cycled (25 miles a day commute) but did take it easier and used an ankle support. I changed my pedalling technique a little as well, focusing on keeping my leg-to-foot angle as constant as possible and possibly a little more toe down. Ice also helped when sitting at home. Just don't push too hard once it starts feeling better!

Firstly I would stop exercise, and do the ice ,rest and elevate prescription,then make a appointment to see a sports Physio / biomechanics Physio ,
Could be a tight tendon damaged or over use ,find the cause and treat,if a doctor needs to get involved they will tell you
I cover over 7k miles of running and biking a year ,I look on going to the Physio as a service on a car we all need help and advice from an expert,you could be back in the saddle quickly ,don't worry ,I've had plenty of sports injurys and treated properly ,won't haunt me to much

pedalling with your toes (i.e. cleats too far forward) will lead to achilles pain. Can take quite some time to fully recover.
Agreed. Do your best to limit any ankle rotation while pedalling, that can help. Also slow down a little bit (say 1 mph) during your commutes. I had achilles tendon pain (not major) about 4 years ago, but managed to keep it under control and eventually remove it, partly by slowing down and partly by switching to SPD pedals. Until then, I was just using platform pedals, and so my ankles were doing too much hard work keeping my feet stable on the pedals.
 
i noticed my right foot angles inward i.e if i hang my foot in the air the toes on the right foot turn inward a few degrees. i think i had my cleats set too straight and may have caused problems
i bought a 9degree float and now my heel is sitting out more naturally
may have been a cause of the problem, but i'm going to rest up and let it heal first
