Large feller, teeny tiny dog...
I asked a road/street sweeper if it'd been there a while. He said about a month. He also said after a while the council will cut the chain and remove the bike if no one takes/claims it. I think the owner saw it and thought "what's the point of taking it"! I wouldn't be surprised though if the owner is technically fly tipping, if he/she doesn't remove it.I've seen that done a few times. There are some right ar*eholes about the place these days. Mindless destruction just because they can.
I saw a bike like that on Gumtree. The text said something like, "A pedestrian objected to me parking my bike on the pavement and so bent both its wheels." I thought it had been hit by a car but now I'm beginning to wonder if it had actually been vandalized.Taken in Burnley,Lancs this afternoon.

Looks like some poor person left their bike overnight,thinking it was safe if locked/chained up.
