Around here, it all ends up at the co-op anyway, because the police don't have room to store them, the colleges and universities don't either, so they just bring them to the co-op. They used to auction them off, and sometimes I'd load up a truck with bicycles for 10.00 for while the BSOs all went for high coin, because they were "new",some fine old 10-speeds were sold in lots for a couple of bucks.

Try advertise it as found on gumtree, don't give any pictures, but describe the bike as loosely as possible. If the legit owner spots it, they can give you a description of their bike to match, just let them have it. This is easier if there are distinguishing features, such as notable scratches, scuffs, nice upgrades etc.
