Looks like the chain is on the small chainring but on the smallest cog on the cassette (cross chaining) which may be putting more pressure on it when you try to free it.

Is it that the wheel wont move at all or that it will move a little but wont come clear of the dropouts?

This is what sorted it. I moved the chain to the biggest ring on the front and it freed it up
