I`ve walked it and man is it blowy up there. No reason why you couldn`t ride it ( apart from it being a footpath) but the path is narrow and as said full of debris. Plus the ride to and from it would be an "experience" to say the least.

as @mattobrien has suggested a route north of Ipswich would be much nicer!

Claydon, Westerfield, Rushmere, Playford rd down into Martlesham then on through Newbourne, Kirton & Trimley Villages would be my choice. There is a trunk road / cycle path down the A14 from Ipswich to Felixstowe but it's noisy, very open to the wind and strewn with debris.

Can you? Sure you can.
Would you? Well I wouldn't but I quite like living at the moment. It's a 70mph road with nowhere to hide. Go around, on the pretty roads. Much nicer and safer for that matter.
Anyway, it's a bit blowy over there, quite often.

+1 for the North of Ipswich route. (There's always the old by-pass that'll save you the trouble of central Ipswich, but nowhere near as pretty as the Claydon - Kirton route.)
The bridge? When I go over on my motorbike, I lean down onto the tank to reduce the effect of the cross-wind. ^_^
