Good summary of the salient points.

1. Ebay (and other places) show up a host of suppliers of bolt on 80cc engines. @Coxsy hull , you'll fall foul of Construction and Use regs at the very least if you want to use it in public. And then it will become a moped/motor bike, so will need insurance, VED etc. This isn't something the various sellers bring much attention to, as all they want to do is relieve you of your hard earned money.
2. I'd be wary of stockists giving unbiased advice.
3. Can't help on the making you get off and walk in a pedestrian precinct I'm afraid. From the outside it does sound like Humberside Police might be overstepping the mark, but on the other hand even your electric conversion is subject to various laws, regardless of how good a job your mate Chris did on it, so you may have to act a little carefully.

80cc is definitely motorbike, not moped - mopeds are less than 50cc limited to 30mph (50 km/h?). Motorbikes have regs over and above mopeds, such as the requirement for a number plate light.

I've got one at the moment. Chris Anderson @ carwex Hull has had it though it's places he's the only person I trust my life to this tops.out at 32 mph but it will do a nice steady 15 pulling my single wheel trail . Ivw not been stoped yet as known by most with what I do. 10 mph is my normal speed . This thing has help me do some brilliant hills back home in West Yorkshire. That I've not been able to ride up for 2 years.. But I also have a old licence and 125 bike licence. I don't run it on the path only leg power it's common sense

Your situation might be understood and tolerated by your neighbours but in the event that you do attract police attention (through a collision or someone reports you), you will face numerous Road Traffic Act and Construction & Use Regs charges which will result in hefty fines, forfeiture of your motorcycle (for that's what it is) and possibly the loss of whatever licence you have.

Be careful as you keep yourself mobile and please consider switching to a legally approved e-bike of some sort.
