The calculation of leverage should be easy to do -- basic physics. The actual braking performance depends on the brakes themselves.

What I am suggesting is that having a wider choice of good-quality brakes is at least as important (more important, if you ride in traffic) than a choice of tyres or 'bling' wheels.

Realistically, the rider who is restoring an older frame is unlikely to want racing wheels, but will be interested in strong brakes.
 
A huge difference though? Its 4mm.

Anyhoo, the original brakes will probably do the job perfectly well.

I've found no trouble getting 27" tyres, Halfrauds stock Conti's, Shwalbes are available and others.
However if I was going to buy new wheels I'd go for 700's and deep-drop brakes which I'll do when the 27's are shot.
