Any cheap new wheels with cup and cone bearings I would check, they’re nearly all overtightened and completely dry.

Yes, I do this too with the cheaper hubs. I had one a while back on which, when I opened it up, there was a good dollop of grease inside but somehow they'd managed to get none of it onto the actual bearing surfaces.
