Not much they can do if the host broadcaster can’t provide pictures to them.

Indeed, and not much the broadcasters can do if their relay plane is grounded at its airport due to the weather there.

Couldn't they fall back to the Tour Series method of collecting the footage off the cameras and making the highlights out of that? The Tour Series had no live pictures at all, not even at the event.

I think the issue there is where TNT are probably to blame - their highlights package is just an edited down version of the live footage - with the live commentary in place, isn't it? As in, they aren't actually creating a highlights show, they're just chopping up the live broadcast - which sucks if there wasn't one.
