For the circumference of the wheel, yes, but that isn't how gear inches work!
My singlespeed's 52/19 gear is a ratio of approximately 2.74:1. Multiply the diameter of my wheel by 2.74 to get the equivalent size that a penny farthing front wheel would need to be.
