Don't forget loads of kids bikes and BMX have this size so plenty down at your local recycling centre.
Spoke count might not be the same but BMX have higher no so you could use as is for a stronger wheel.

Worth noting, BMX size is in fact 406mm. The 451mm size is the one you find on stuff like Raleigh Twentys and Dawes Kingpins, etc. They are both referred to as 20'' wheels. Causes much confusion.
