I use one of these

windproof and showerproof, turns into a short sleeve for summer. It's not too cheap (you didn't say what you consider too pricey!) but it is quality. I even crashed in mine at 20mph and there is not a mark on it, which is more than you can say for me!
I bought one of these, great bit of kit light weight, with just a good wick layer I have rode to -4 in it,a little extra money for quality kit,but its worth it:bicycle:

I have this

It's really, really good. Couldn't believe how effective it was the first time I wore it.

+1

Great fit (in a different league to the Altura Nightvision windproof), windproof in all the right places, and IME suitable for anywhere between -5°C and +10°C with the right choice of baselayer. I tried a Gore Phantom before getting this and found it to be too baggy and it looked like it'd be too warm (for me) for anything above 5-10°C so unsuitable as a general winter jacket.
