I currently have 700x28c tyres on my Specialized Sirrus Elite Disc and would like to put some 700x23c Continental GP4000S II's .......will they fit my rims, how can I tell?
To know for certain you need to know the width of your rims. This should be on the rims, either stamped into the metal or on a sticker in the format 622x??. (622mm is the diameter of 700C wheels)
Then have a look at the chart on page 7 of this PDF from Schwalbe which will tell you whether your rims will take a tyre that width. There's loads of other useful tyre related info in there too.

My 2012 Vita Elite (female version) is 622 x 15 so will take 23 to 32 width but they do change specs occasionally so as Phil says, look for the little sticker on the wheel just to make sure.
That means 622mm diameter by 18mm width (at the bead seat for the tyre). Unfortunately, according to the chart that is too wide for a 23mm tyre. You might get away with a 25mm tyre instead.
