Will 23C tires fit on rims with a 16mm internal measurement?

As the title says, will 23C tires fit on rims with a 16mm internal measurement? The bike I'm restoring/ upgrading came with some very rotted 32C tires crammed on it and I am looking for replacements.

Maybe this might help.
I'm betting you either have 15 or 17 mm rim as etrto don't mention 16mm

Helpfull chart, thanks. I think it's more like 15mm. I've bought the tires now so I'll see if they fit when they arive. If not then I'll just have to get bigger ones.
