Why the clock faces under my saddle?

I have just changed saddles and noticed that underneath both of them engraved into the plastic are two small clock face/dials one with numbers 1-12 the other 11-16. I have no idea what they are for, and after googling am still none the wiser. Answers on a postcard please.

11-16 will be year (ie 20XX)
