Why are these brake pads wonky..?

I'm confused Can you not just loosen the bolt and change the angle of the pads so theyre straighter? There's usually a pair of the washers 1 like a halfmoon and 1 like a bowl that let you angle it at whatever direction.

Loosen the pads attachment screw off, set it at the right angle, tighten it back up. Done.
