Which panniers?

I'm looking to get some panniers, mainly for commuting but occasionally if I want to head off on a light camping trip (My camping gear is very small so space won't be an issue). I'm ideally after something that's easy to remove and when the bag it'self isn't on the bike the bracket doesn't affect the bike's performance at all.

Can anyone recommend one that wont break the bank?

Also if anyone can recommend a good lightweight pannier rack that's not too weighty a purchase that'd be amazing
