I want a set of lights that I can turn on, then toggle betwee Hi/Lo without going through the flash/off/very lo/lo cycle (or even off/lo/hi).

That rules out tesco, fenix, Hope 1, DX. Something along the lines of the Exposure Strada that doesn't cost £220 for a 480 lumen light.

New AyUps have hi/lo/flashing mode, but the battery pack only switches hi/lo when you press the button - off and flashing both involve press-and-hold.

I have these just put in different size bulbs I use 2.5W and 10W

SMART LIGHTS SMART 10W/10W TWIN RECHARGEABLE HEADLIGHT WIRH NICAD BATTERY
PRICE:
RRP £69.99
OUR PRICE £68.50

I have these, a third of the price....anywhere but here.
The trouble with those is you have to 'cycle through' the 'off' and all other possible options. Not something you'd want to do, have no lights.

With the tesco torch on country roads I physically push the light downwards!

fenix...lol
you can turn the bezel to activate the turbo mode, and undo it by reverseing what you did

I've just bought an Ixon IQ.
Only 2 settings hi/low one button push to switch between them.
Beam shape has a square cut-off at the top and generally a trapezoid type shape. Seems ideal for commuting use.
I got mine from bike24 in Germany here. Cheaper than uk even with postage, quick delivery too using DHL not the Royal Mail
