Hand-built is the way to go. Check for a local wheelbuilder with a good rep and you should get really good wheels for under £500. For comparison you could check internet wheelbuilders such as DCR or Hunt.

I upgraded my Aksiums to Mavic Ksyrium Elites a couple of months back. Also love the hills, and they've made a big difference in terms of speed, smoothness and (lack of) flex. The Yksion tyres that come with them are rubbish in the wet though, and not that great in the dry, worse than the Aksions in my experience. You'll have plenty of money left to spend on top-end tyres, which will probably have just as much impact as the wheels. Have just pushed the button on Vittoria Corsa G+

They look lovely and would certainly grace one of my bikes if I had the dosh, but I doubt they'd make me any quicker in reality.

Someone may be along shortly to point out that they use ceramic bearings which are daft, and stuff. I can't argue.

I'm a materials engineer and can confirm, in my professional opinion, that ceramic bearings are the dogs bollocks. Will fancy shmancy wheels make you faster? Nope...the engine sitting on top does that.
