I find that the Clarks universal cables which come as a set of inners, outers, ferrules and crimps from Halfords are quite good. £5 for one set which is enough for e.g. rear brake, so £20 for a whole bike. These sets provide plenty of cable outer, and you'll have some left over for if you need it later.

Beware when buying cheap outers, especially for the gears. The cheap ones tend not to have the anti-friction plastic lining on the inside, and for gears sometimes aren't even compressionless cable. In the past when I've bought cable outer cheap from CRC it comes in tiny lengths which you'll need to buy 2 or 3 more of for a whole bike, making it a false economy.

Depends what gears you have - some of the more modern 10/11 spd stuff needs the low friction expensive cabling.

Otherwise I'd go for the £20 set.
