Lidl have some quite decent cycling gear on sale right now. It depends what you mean by "top" but a long sleeved jersey is £9.99 and the short sleeved version is less again.
I bought a B'twin one from Decathlon a few months ago for about £9, it's currently down to £5.99 - I have no issues with its quality, or its fit (I'm a larger gentleman!).
The only things I can find with it are its silicon gripper around the hem doesn't grip great, and there are only two pockets at the rear, neither zipped. But I'm not going to pay tens of pounds just for those.
Sports Direct have nice bright coloured tops for around a tenner. Reasonable quality, rear pockets and everything. They have ladies and mens tops. We saw them on a trip into town, looking for something else at SD and were very impressed. A lot of Muddy Fox stuff but a top is a top.
Shop around, look on all the main cycle websites,always bargains to be had especially if your either small or large fit.
You can even get a team jersey for 30..
I have 2 Sports Direct jerseys(about 7 quid each or 2 for a tenner,they're no better or worse than the 40 odd quid jerseys i wear! They're a little looser than others,so on hot days(some hope )they're more comfortable than many others i have!
