You need rim tape - Velox cloth type is best.

Shouldn't need spacers for fixed. Any Fixed wheel lock ring will do - I run without a lockring.
 
Rim tape is only needed if there are spoke holes in the top of the rim - some rims don't have these holes and you have to use a magnet to extract and introduce the nipples via one hole for the valve.

bit confused.

if i dont use spacers the cog will just wind upto the end of the threads. to get my straight chain line i only need it to screw it on halfway

Are you fitting the wheels into a fixed wheel bike or a bike that used to have multiple gears, I am just thinking maybe the chainline problem is because you are using a bottom bracket and big ring from a double/triple ring chainset.
