I have a Weinmann rear wheel. size is ......LP18 700 x18c/23c
Does the 18c/23c mean that it will accept a tire 18-23 wide?......How does one determine what the size range is that a particular wheel will safely accept in width? I've looked for charts and looked up my wheel but I'm confused about the numbers.
anyone steer me in the right direction?

That's right but you'll probably be able to go up to a 25 mm tyre if you have the clearance on the frame/brakes which you most likely will....

I'm riding a hybrid, A bike shop installed the above wheel on my bike when I got a new Schwalbe tire
+1 ^^^^ max 622-25 ETRTO tyres
Rims: Weinmann LP18 - Outer width: 19mm. Inner width: 13.6mm

AASHTA: recommended width combinations
yes, thankyou. I weeded through all the info,I found charts that told me what size rim would be best for my tire........... I have also met and spoke to a different LBS. He ordered me a 622 x 19c double walled rim (I'm a big guy)
I will have the new wheel with my gears installed and my 47mm tire tomorrow, and at what I thought was a great price. appreciate the tip.

I seem to recall a fellow in Louisville had quite a bit to do with classic and vintage bicycles, quite the expert in all topics.

You may be talking about Vic. http://vicsclassicbikes.com/

In the simplest form, the Tyre is defined by ETRTO : European Tyre and Rim Technical Organisation.

The three digit number is the diameter of the rim, and needs to match the tyre

The two digit number is the tyre width and (within reason) can be changed

It is easier than others to get right for instance the 20 " tyre can range from 406 mm to 451 mm over 2" in diameter
