What is the "overall size of the wheel incl tyre"? What metric do you wish to use? Circumference> Radius? Diameter? How accurate?

I found all the answers on the Sheldon site and some I didn't think I'd ever want :-)
But so far as I'm aware the wheel size (when shopping for wheels and tyres at least) is the circumference of the rim and its width. Tyres have to fit the circumference; and dependent on the rim it will take a range of different width tyres.
