What's this do & can I replace it with something a little tidier ?

That piece of grotty clear plastic / vinyl that is stuck to the rear part of the frame , guess it's there to stop the chain marking the frame but if I'm totally honest I've not really got a clue what it actually does or even if it needs to be there ?

It looks a bit worn now & the edges are fraying up a little , can I replace it with something or ok to get rid of it completely maybe ?

Any advice appreciated

It is a chain stay protector. Get some helicopter tape from ebay. If the chain slaps around, it protects the frame.

Or buy a chain stay protector. Come in various sizes. Material with Velcro strip down side. Wraps around frame. Works well on my cx bike.
