I was lead to believe you need to eat the whole cow, for clen to show in a non drug user.....

Not so.
The reason it's illegal to use clenbuterol in animals is that there have been several episodes of people being hospitalised with clenbuterol overdoses from contaminated food.

Because you can get very high clebuterol readings from contaminated food, I don't really see how a threshold would help with making any doping cases less arguable.
