On my 7 mile commute to work i was cold in the upper body,Legs ok but rest of me felt the cold.
I ride in a jersey with an A|ltura night vision jacket on top.
What would ber the best thing(not too expensive)to wear underneath the jersey?
Any advise and links please

Probably a good base layer under your jersey and jacket

Merino baselayer - warm and doesn't get smelly (some can be a bit itchy being wool and all) - £25 from mountain warehouse for example

I would second Merino. It doesn't smell you don't get too hot or too cold. Make sure you get a decent GSM weight. Planet X periodically buy it in, in bulk and sell it at good value. One word of advice don't get a mix, get pure merino, I got a mix from Aldi once and it just wasn't a patch on the 100% offerings.

Merino is great, but having shrunk an expensive one, I decided that I couldn't be trusted with decent kit.

If money's an issue, Primark do polyester base layers for £4 (maybe £6, can't remember). Not the best in the world I'm sure, but do the job.

Yeah, I've given up on the stuff, at least for commuting use. It's low maintenance in that you can wear it to death without washing. It more than makes up for this in being high maintenance off the bike - a matter of time till you forgetfully throw it in a hot wash/the tumble drier/a draw over summer without bagging it to find it moth eaten, etc.

Just bought a two pack of long sleeve thermal vests for twenty quid from marks and sparks and seem to be doing a good job atm.
