What was I watching?

There is a TV in the canteen at work and there was a time trial event on it the other day. I could only watch for 15 mins or so, but what was it? European championships? I looked at a couple of websites, but they only mentioned the track stuff...

I only recognised Alex Dowsett, but I don't follow racing very closely. There were more familiar names on the track...
