Usually, for a road bike – tourer or sports bike – not a race bike, the tyre is 3mm wider than the brake track width. Eg 20mm brake track, 23mm tyre. 22mm brake track, 25mm tyre. 25mm Brake track, 28mm tyre.

On a race bike, 18mm brake track, 20mm tyre ( 18mm rims will be triple wall and the tyre will be inflated to 150 psi. )

The brake block should be set 1mm clearance from the rim, so to avoid little scuffs on the tyre wall, quick release mechanisms were introduced on brake callipers. With non QR brakes, the tyre can be 'thumped' through.

On a race bike, a 20mm tyre will slip straight in without a QR, thus providing a speedy wheel change.

A 23mm tyre is the narrowest I would dare on British roads.
 
I'm using conti's and my experience of them have been good.
On the commuter, wide 37mm conti Contacts I've had 1 p'ture in 1.5 years (about 4,500 miles) and there still going strong.
On Sirrus I have 4 seasons (25mm foldable) and they've had no p'tures since I added them in Jan (about 1,500miles back) and they've performed well.
On the Bianchi I've got conti Grand Prix (23mm foldable), with them i've had one snake bite p'ture in 1.5 years (2,500miles).
I had a similar p'ture experience with the spesh tyres I had before but I found them a little more skitish.
These are the only brands I've used however.

In my experience (Ive been racing from the age of 12... i.e. for 15 years) the conty are among the best clinchers...especially GP 4000 and attack / force system. I didn't like the michelin pro race 2 and other slick michelin tyres (I found myself uncomfortable when using them during rainfalls... on dry asphalt they're ok). But I reached my nirvana with veloflex pavè and veloflex black clinchers............ even better than the conty... really! and they're quite cheap (see cicliambrosini.com, they sell flexies onlilne).

EDIT: I almost forgot.... I also used a lot (in 2006) vredestein clinchers, fortezza for racing and volante for training... they were as good as conty, though quite rare down here in Italy

I agree with Sikhandar that the 2's were great in the dry and a bit lairy in the wet, but the Pro-Race 3 is a completely different beast, Super grippy wet or dry, hardwearing and very supple. God's own tyre.
