thats a tricky question , try first for comfort then ask re size , new (sloping tube) or old style flat bar tybe of bike .
i am 5ft 10" and all my old steel bikes are between 22 - 23 1/2" just depends on each design so try first then ask is my advice

My 2p is to go and have a brief test ride after the LBS ( and that includes the big High Street players) has vaguely set up a couple of different sized frames. They should be happy to do that. If you buy off the web, you can't do that, but you will probably get a cheaper bike that may or may not fit. You will not get a free two month first service thrown in, however.

I would err on the side of the 56, you can make a 56 a bit more roomy with more post and stem - you can make 58 a bit smaller with less post or stem but you can lose stand over height and steering can get a bit quick with a shorter stem
If it helps I am 5'10" with longish legs and I ride a 56, no problems so far and plenty of reach.
