What offences is a speeder committing?

We have an idiot who speeds up our street and races with his mates. Our residents' action group wants to encourage neighbours to report him usng the Police non-emergency number so that the reports accumulate on the PNC and his car gets taken off him. We have dealt succesfully with another idiot in the same way; he kept his car but got a strong warning and now drives carefully.

Possible offences I can think of are:

Exceeding the 30 limit.
Due care and attention.
Reckless.
In a manner likely to cause alarm, distress or annoyance.
Racing.

Any other suggestions?

Its not just speeding that you should be considering. Consider the antisocial side of things too.
The noise is one that you can report to your local council.

This yob already has an ASBO. He's never worked a day in his life; his father, a bookie, finances his chavved-up Clio and social life.

His neighbours had to club together recently to employ a solicitor to prevent the father from digging up a ROW that runs along the backs of their houses in order to build an extension.

Is the speeding and racing breaking the terms of his asbo? If so it should be very simple getting him sorted.

Would the ASBO still be in force several years later? The Police will need complaints in any case, I'm sure.

I thought racing was specifically an offence thesedays or was in terms of it being banned in some areas - might be a bit more complicated.

If their cars are modified, then they could have invalidated their insurance unless they have notified the company. Don't know how you could prove this but a clued up traffic officer wishing to stop them i am sure could make the appropriate checks while pulling them for other offences.
 
That is another way forward - Has he got "Prat plates". darkened windows etc......

Many of these can be complained about, and it all adds to the files

Go to the local police.

Ask them to do something about him.

Get the name of the officer in the case and ask for updates.

As a hint, try to get a point of contact in your area traffic police - they love doing over chav-mobiles making the streets safer.

If/when that doesn't work make a compaint against police (if they didn't update you or do anything) and write a strong letter to the Chief Constable- cc'd in to the local rag.
