What might this part be?

I've repaired an imported chinese ebike for a friend (a RAT ProLithium from 2015-2016, sold in the Netherlands) but I'm not confident about how the shifter cable for the Shimano Nexus 7 is positioned. There's a mysterious black part in the way of the cable, so the cable makes quite sharp turn to go over that. I don't know how else the cable should go.

Does someone know what this black part is? I'm thinking of removing it, it doesn't seem very essential.

If it had been a kiddie bike I'd say it's a mount for something that rattles against the spokes.
