What kind of handlebars are these?

And are they any good?

Looks to me untrained eye like they may be appropriate for bar end shifters.

and since the whole bike is on ebay for less than the cost of a set of aero bars i'm tempted.

they look like a regular drop bar thats been custom modified with some extra bits on the end

They are very old Scott aero bars.

I had a set on a Cannondale tt/tri bike many many years ago, together with a set of grip shifters on the ends.

[sighs] those were the days.

The bars in the above picture are an abomination, they were most likely designed by a committee of four hippy, eco-nazis after consuming vast quantities of Ketamine and LSD. Butterfly bars, on the other hand, are an elegant solution to an age old problem, they were designed by cyclists, for cyclists. Okay?
 
The worst that one could say about the Scott bars is that they were an evolutionary cul-de-sac in the constant search for greater aerodynamic efficiency for performance bicycles.

The best that one can say about flutterby bars is that they ming.

doesnt really help me to decide whether to bid on the bike, but I do love a good argument.
