I think maybe it did outline its potential. The introductory section said the sport is for road riders to keep fit during winter. It also illustrated the opportunity for all the family and all standards to participate. This just about sums things up as far as cross is concerned in this country.
Its a great sport that allows all standards to take part but doesn't offer the rewards that encourage many top cyclists to prioritise it. Increasingly, over recent years fewer top riders have continued in the sport. This year appears to have seen large numbers of the stronger riders giving it a miss and standards at the sharp end of elite, u23 and juniors are not what they were a few years back. On the other hand, the number of people participating is increasing, which is good to see.
