on the fork writes A&P BST 13/16G B and in the bottom bracket writes BAYLISS WILEY.

Hi. You've probably already found this out, but here goes. A&P BST stands for Accles & Pollacks, Best Steel Tubing. which is normally pre-1935. 531 was introduced in 1936.
