Hoping someone can help me out please.
A neighbour kindly gave me her old hybrid (pinnacle stratus 3). Need to change the tubes but I assume the bolts are security bolts? I've asked her but she has no idea.

Any help appreciated.

Yes they look like anti-theft quick releases. Can you get something long into the hole that's visible in picture 2? Then just cam the thing open.

Yes. Looks like they would have had a threaded pin to fit that tapped hole. Strong screwdriver or find a bolt with the right thread. Should lever open easily enough with a spot of oil here and there. 😉

The looks more like knackered normal QR with the lever missing.

If they are anti-theft ones, then they are pretty crap with plenty of places to get a pair of mole grips or Stiltons on them

IMPORTANT!
First undo the allen grub screw then insert a rod in the hole on the other side (either threaded or plain) and lever away from the spokes.
Early form of security QR.
Crude, effective but not needed. Get yourself a set or QR skewers to replace and when locking make sure that the lock goes through both of the wheels.
