they are to keep the cables hitting the top tube and damaging the paint. They should be strung out along the cables but they do tend to bunch like that, esp if you have a sloping top tube like almost all bikes these days.

Ah cheers. I'd not noticed them before as I assume they were spead out along the length. I think they got bunched up when my "helpful" 2 & 5 year olds "cleaned" Daddies MTB last weekend.
