I my experience as an ex dibble cyclist and trainer is that riding round in regalia makes you a bigger target as arsewipes deliberately drive at you.

I assumed it was a library photo but it might not have been. Depends if the jacket has that big reflective POLICE badge on the back; that might be a slight giveaway.

Agreed, a fine would have helped them to remember the words of advice for longer.

The problem is that the 1.5m rule isn't a rule. It's only advisory in the highway code. My guess is that it's because it would be somewhat difficult to measure 1.5m exactly in real life between 2 moving vehicles but still.....meh!

This is something WMP have been doing for years. It's used primarily for education, unless the overtake is particularly close, in which case the driver will be done for careless driving or similar.

It is literally a rule in the highway code. Rule 163.

I suspect you mean that it isn't a MUST with a fixed penalty or something like that.
